Notary Witness Connect ("Notary Witness Connect," "NWC," "we," "us," or "our") is operated by Stellar Notaries Global LLC.


1. TERMS OF USE

1.1 Acceptance of Terms

These Terms of Use govern access to and use of the Notary Witness Connect website, application, membership services, directory, communication tools, witness-request features, and related services.

By creating an account, purchasing a membership, submitting or accepting a witness request, or otherwise using Notary Witness Connect, you agree to these Terms of Use, our Privacy Policy, Member Agreement, Payment and Cancellation Policy, and any assignment-specific acknowledgments presented to you.

If you do not agree, do not use the platform.

1.2 Purpose of Notary Witness Connect

Notary Witness Connect is a professional networking, matching, directory, and communication service intended to help notaries and other eligible members locate individuals who may be available to serve as witnesses for online or in-person transactions.

Notary Witness Connect does not perform notarizations and is not a Remote Online Notarization provider.

We do not:

  • Determine whether a particular document requires witnesses.
  • Determine how many witnesses are legally required.
  • Determine whether a particular person is legally qualified to serve as a witness.
  • Determine whether remote witnessing is permitted for a particular document or transaction.
  • Select the required notarial act.
  • Provide legal advice.
  • Prepare or review legal documents.
  • Verify the legal sufficiency or enforceability of documents.
  • Guarantee that a document will be accepted by a court, recorder, title company, financial institution, government agency, or other recipient.
  • Guarantee the identity, conduct, availability, qualifications, or performance of any member.

The requesting notary and parties to the transaction remain responsible for complying with all applicable laws, regulations, professional requirements, and document-specific instructions.

1.3 Eligibility

Members must:

  • Be at least 18 years old.
  • Provide accurate and current registration information.
  • Have legal authority to enter into this Agreement.
  • Use the platform only for lawful professional purposes.
  • Maintain any license, commission, registration, authorization, insurance, training, or certification represented in their profile.

A person does not need to be a commissioned notary merely because the person is acting as a witness unless the applicable document, transaction, requesting professional, or law requires otherwise.

If a member represents that they are a commissioned notary, the member must maintain an active commission and accurately disclose the state and expiration information associated with that commission.

1.4 Member Profiles and Verification

Members are responsible for keeping their profiles accurate.

Notary Witness Connect may review publicly available commission information or request supporting information as part of its membership process.

Any "verified," "vetted," or similar designation provided by NWC means only that NWC performed the specific verification procedures described by the platform at that time. It is not a guarantee of identity, competence, legal eligibility, professional quality, or suitability for a particular transaction.

Members must independently confirm all information material to an assignment.

1.5 Notary Responsibilities

The requesting or performing notary is solely responsible for the lawful performance of the notarial act.

The notary is responsible for determining, among other things:

  • Whether witnesses are required.
  • The required number of witnesses.
  • Witness qualifications.
  • Whether a witness may participate remotely.
  • Whether the document may lawfully be signed or witnessed electronically.
  • Whether a particular RON platform or technology may be used.
  • Identity-verification requirements.
  • Required disclosures and certificates.
  • Required records, journals, and recordings.
  • Whether a witness has a disqualifying relationship or financial interest.
  • Compliance with the laws governing the notarization.

Notary Witness Connect does not replace the notary's independent judgment or legal duties.

1.6 Witness Responsibilities

A member accepting a witness assignment must truthfully provide requested information and must not participate in a transaction if the member knows or reasonably believes the member is legally ineligible to serve as a witness.

Witnesses must personally observe or participate in the signing in the manner required by applicable law and the supervising notary.

A witness must never:

  • Sign before the required witnessing event occurs.
  • Falsely state that the witness observed a signature.
  • Falsify identity or location information.
  • Allow another person to participate using the witness's account.
  • Sign a document the witness did not actually witness when personal witnessing is required.

Notary Witness Connect is not a law firm and does not provide legal advice.

Information provided through the website, platform, help center, articles, forms, messages, or educational materials is general informational material only.

Members should consult a licensed attorney regarding document-specific legal requirements when necessary.

1.8 Requests and Acceptance

Submitting a witness request does not guarantee that a witness will accept the assignment.

Accepting an assignment does not guarantee that the transaction will proceed.

A match created through NWC is an arrangement between the participating members.

Members are responsible for confirming:

  • Date and time.
  • Time zone.
  • Online or in-person status.
  • Location.
  • Expected duration.
  • Required identification.
  • Technology requirements.
  • Compensation.
  • Cancellation terms.
  • Any document-specific witness qualifications.

1.9 Confidentiality

Members may receive confidential or sensitive information in connection with an assignment.

Members must use such information only as necessary to complete the assignment and must not unnecessarily copy, save, photograph, record, download, disclose, publish, or distribute client information or documents.

Members must not upload to Notary Witness Connect unless specifically authorized by the platform:

  • Social Security numbers.
  • Copies of driver's licenses or passports belonging to signers.
  • Full financial account information.
  • Medical records.
  • Estate-planning documents.
  • Powers of attorney.
  • Client legal documents.
  • RON audio/video recordings.
  • Notarial journals.

Notary Witness Connect is not intended to serve as a repository for client signing documents.

1.10 Professional Conduct

Members must communicate professionally and respectfully.

Members may not use NWC to:

  • Engage in fraud or misrepresentation.
  • Harass, threaten, stalk, discriminate against, or abuse another person.
  • Solicit unlawful activity.
  • Impersonate another individual.
  • Circumvent legally required identification procedures.
  • Falsify a commission or credential.
  • Share another member's private contact information without authorization.
  • Use platform information for unrelated mass marketing.
  • Scrape or harvest member information.
  • Upload malware or interfere with platform security.
  • Perform any act intended to compromise a notarization or witnessing procedure.

1.11 Independent Professionals

Members are independent individuals or businesses.

Nothing about membership in NWC creates an employer-employee, partnership, joint venture, agency, franchise, or fiduciary relationship between NWC and any member.

NWC does not control the manner in which a member performs professional services.

1.12 Witness Compensation

Unless NWC expressly announces a different payment program, compensation between requesting notaries and witnesses is arranged and paid directly between those members.

NWC does not hold, escrow, receive, or distribute witness fees.

NWC does not guarantee payment of a witness fee or collection of an unpaid witness fee.

1.13 Membership Payments

Membership fees paid to NWC are separate from witness compensation.

Membership payments may be processed by Stripe or another disclosed payment processor.

Applicable membership prices and billing intervals are displayed before purchase.

If a membership automatically renews, the recurring nature of the charge, billing frequency, price, and cancellation method will be disclosed during enrollment.

1.14 Third-Party Services

NWC may integrate with third-party providers such as payment processors, email providers, mapping services, identity or commission verification resources, hosting providers, and other technology providers.

Third-party services operate under their own terms and privacy practices.

NWC is not responsible for services operated independently by third parties.

1.15 Suspension and Removal

NWC may investigate complaints and may warn, restrict, suspend, or terminate a member for reasons including:

  • False account information.
  • Fraud.
  • Repeated cancellations or no-shows.
  • Nonpayment.
  • Harassment.
  • Confidentiality violations.
  • Misuse of client information.
  • Misrepresentation of credentials.
  • Illegal conduct.
  • Conduct that creates a material safety or reputational risk to the network.
  • Repeated failure to follow assignment requirements.
  • Violation of these Terms or the Member Agreement.

Except when immediate action is reasonably necessary, NWC may provide the member an opportunity to respond to a complaint.

1.16 No Guarantee

NWC does not guarantee:

  • That a witness will be available.
  • That a member will accept a request.
  • That a member will arrive or appear on time.
  • That a member will satisfy document-specific witness qualifications.
  • That a notary is authorized to perform a particular transaction.
  • That members will pay one another.
  • That a transaction will be completed.
  • That a document will be legally valid or accepted.

1.17 Limitation of Platform Role

To the fullest extent permitted by applicable law, NWC is not responsible for losses arising from the independent conduct of members or parties to a notarization, including errors involving witness eligibility, document execution, legal advice, identification, payment disputes, missed appointments, or rejection of documents.

Nothing in these Terms excludes liability that cannot legally be excluded.

1.18 Account Security

Members are responsible for maintaining the confidentiality of their passwords and account credentials.

Members must promptly notify NWC of suspected unauthorized account access.

1.19 Intellectual Property

The Notary Witness Connect name, logos, website design, original software, platform content, and other proprietary materials are owned by or licensed to NWC.

Membership does not grant a member ownership rights in NWC intellectual property.

1.20 Changes to Terms

NWC may update these Terms periodically.

Material changes will be communicated by reasonable means, such as email, account notice, or website notice.

Continued use after the effective date of revised Terms constitutes acceptance where permitted by law.

1.21 Governing Law

These Terms are governed by applicable federal law and the laws of the State of Florida, without regard to conflict-of-law principles, except where another jurisdiction's law must apply.

Any legal proceeding not otherwise resolved between the parties shall be brought in a court of competent jurisdiction in [INSERT COUNTY], Florida, unless applicable law requires another venue.

2. PRIVACY POLICY

Effective Date: August 9, 2026

Notary Witness Connect respects the privacy of its members and is designed to collect only information reasonably necessary to operate a professional matching network.

2.1 Information We Collect

Depending on the features a member uses, NWC may collect:

Account Information

  • Full name.
  • Email address.
  • Telephone number.
  • Password or authentication information.
  • Account status.

Professional Profile Information

  • Business or professional name.
  • City.
  • ZIP code.
  • Service radius.
  • State.
  • Notary commission number.
  • Commission expiration date.
  • RON authorization or status when supplied.
  • Services offered.
  • Remote or in-person availability.
  • Preferred schedule.
  • Witness fee.
  • Profile photograph, if offered.
  • Professional biography.

Assignment Information

  • Requesting member.
  • Accepting member.
  • Date and time.
  • General assignment type.
  • Online or in-person designation.
  • General location.
  • Agreed witness compensation.
  • Acceptance, cancellation, completion, or no-show status.
  • Member feedback or reliability information.

NWC does not need copies of the signer's legal documents to provide its matching service.

Communications We may retain messages sent through the platform, support inquiries, reports, complaints, and communications necessary to operate the service.

Payment Information Membership payments may be processed through Stripe.

Payment-card information submitted through Stripe is processed by Stripe according to Stripe's privacy and security practices.

Depending on the payment configuration, NWC may receive information such as:

  • Billing name.
  • Billing email.
  • Transaction identifier.
  • Subscription status.
  • Payment status.
  • Card brand.
  • Last four digits of a payment card.

NWC does not intend to store complete payment-card numbers on its own application database.

Technical Information We or our service providers may collect:

  • IP address.
  • Device and browser information.
  • Login timestamps.
  • Security logs.
  • Cookie or session information.
  • Pages or features used.
  • Approximate location inferred from network information.

2.2 Information We Do Not Intend to Collect

Members should not upload or store the following on NWC unless a future feature specifically requires it and provides appropriate disclosures:

  • Signers' Social Security numbers.
  • Copies of signers' driver's licenses or passports.
  • Full financial account numbers.
  • Medical records.
  • Client estate-planning documents.
  • Wills or trusts.
  • Powers of attorney.
  • Real-estate closing packages.
  • RON recordings.
  • Notarial journals.

The appropriate notary or RON service provider should handle legally required signing records.

2.3 Why We Use Information

We use personal information to:

  • Create and administer accounts.
  • Display professional profiles.
  • Match requesting members with potential witnesses.
  • Determine geographic availability.
  • Deliver notifications.
  • Facilitate communications.
  • Process membership subscriptions.
  • Verify professional information when applicable.
  • Track accepted and completed assignments.
  • Provide customer support.
  • Investigate complaints.
  • Prevent fraud and platform misuse.
  • Maintain account and platform security.
  • Enforce NWC policies.
  • Comply with legal obligations.
  • Improve the platform.

2.4 When Information Is Shared

Other Members Before a request is accepted, NWC should limit displayed location information to information such as city, ZIP code, and service radius.

Direct contact information and assignment-specific location information may be released to participating members after an assignment is accepted or when the member expressly authorizes disclosure.

Stripe Membership billing and payment-related information is shared with Stripe as necessary to process payments and subscriptions.

Hosting and Application Infrastructure Information may be processed by Base44, if Base44 continues to host or provide infrastructure for the NWC application.

Additional Service Providers Information may also be processed by vendors that provide necessary services such as email delivery, SMS notifications, security monitoring, database hosting, mapping, analytics, or customer support.

Service providers are permitted to receive information only for authorized business purposes, subject to applicable agreements and law.

Legal and Safety Disclosures NWC may disclose information when reasonably necessary to:

  • Comply with law, subpoena, court order, or lawful government request.
  • Investigate fraud.
  • Protect members.
  • Protect NWC's legal rights.
  • Address security incidents.
  • Enforce agreements.

2.5 Sale of Personal Information

NWC does not intend to sell member personal information to third-party data brokers.

If this practice changes, this Privacy Policy and any legally required choices or notices will be updated before the new practice begins.

2.6 Retention Schedule

NWC's initial retention schedule is:

  • Active account and profile information: retained while the account remains active.
  • Closed-account profile information: deleted or de-identified within 90 days after account closure, unless retention is required for legal, fraud-prevention, billing, or dispute purposes.
  • Assignment history and basic transaction metadata: retained for 3 years after the assignment date to address disputes, reliability history, and platform integrity.
  • Member-to-member messages: retained for 2 years after the related communication or assignment unless needed for an active dispute.
  • Support tickets and complaints: retained for 3 years after closure of the matter.
  • Membership billing and accounting records: retained for 7 years or for another period required by applicable tax, accounting, or legal obligations.
  • Acceptance records, policy consents, and audit logs: retained during membership and for 5 years following account closure.
  • Security logs: ordinarily retained for up to 12 months unless an incident requires longer retention.
  • System backups: deleted or overwritten according to the backup cycle, ordinarily within 90 days.

Information involved in litigation, fraud investigation, chargebacks, regulatory inquiries, or other legal matters may be retained until the matter and applicable retention obligations are resolved.

2.7 Location Privacy

Public member profiles should display only general location information such as city, ZIP code, and service radius.

Exact meeting addresses should be disclosed only when reasonably necessary for an accepted assignment.

Members should not publicly post a signer's residential address in an open request.

2.8 Data Security

NWC uses reasonable administrative, technical, and organizational safeguards appropriate to the information maintained by the platform.

No online service can guarantee absolute security.

Members are responsible for protecting their passwords and devices.

2.9 Security Incidents

If NWC determines that a security incident requires notification under applicable law, NWC will provide legally required notices to affected individuals and governmental authorities within applicable time periods.

2.10 Access, Correction, and Deletion Requests

Members may request:

  • A copy of basic account information.
  • Correction of inaccurate profile information.
  • Closure of their account.
  • Deletion of information that NWC is not legally or operationally required to retain.

NWC may take reasonable steps to verify the identity of the requesting member before completing the request.

2.11 Children

NWC is a professional platform intended for adults.

Individuals under 18 are not permitted to create member accounts.

2.12 Changes to this Privacy Policy

This Privacy Policy may be updated as the platform, technology providers, or legal requirements change.

Material changes will be communicated by reasonable notice.

3. MEMBER AGREEMENT

By joining Notary Witness Connect, I agree that:

Accurate Information I will provide truthful and current profile information. I will not misrepresent my identity, notary commission, RON status, professional credentials, availability, experience, location, or qualifications.

Professional Conduct I will communicate respectfully and conduct myself professionally with other members, signers, clients, attorneys, title professionals, and other transaction participants.

Confidentiality I will protect nonpublic information learned through an assignment. I will not copy, photograph, distribute, publish, or retain client documents or personal information unless legitimately required for the assignment and permitted by law.

Reliability If I accept an assignment, I will make a good-faith effort to appear at the agreed time and location. If I cannot attend, I will notify the other member promptly. Repeated late cancellations, unexplained absences, or no-shows may result in account restrictions or removal.

Legal Compliance I am responsible for understanding and following the laws applicable to my own conduct. I understand that Notary Witness Connect does not determine whether I am legally qualified to act as a witness for a particular document.

Notarial Independence If I am acting as the notary, I retain full responsibility and control over the notarization. NWC does not direct my notarial judgment.

Compensation I will honor compensation arrangements I knowingly accept. If I request a witness, I am responsible for paying the witness according to the agreed terms.

Conflicts and Relationships I will disclose relationships, financial interests, or other circumstances that may affect my eligibility or suitability for an assignment.

Account Use I will not allow another person to impersonate me or use my account to accept an assignment.

Prohibited Conduct I will not use NWC for fraud, harassment, discrimination, unlawful conduct, unauthorized solicitation, credential falsification, data harvesting, or interference with another member's notarization.

Complaints I understand that NWC may review complaints concerning member conduct. I agree to cooperate reasonably with an investigation involving my account.

Removal I understand that NWC may suspend or terminate membership for material or repeated violations of platform policies.

Independent Status I understand that I am not an employee, agent, partner, or representative of NWC merely because I use the platform.

Platform Role I understand that NWC provides matching and communication services and does not guarantee assignments, eligibility, payments between members, successful notarizations, or document acceptance.


4. PAYMENT AND CANCELLATION POLICY

Membership Fees Membership pricing is displayed before checkout.

Current membership options:

  • Plan: Monthly Plan
  • Price: $4.99
  • Billing Frequency: Monthly

Membership payments are processed through Stripe.

Automatic Renewal Unless expressly identified as nonrenewing, paid memberships automatically renew at the end of each billing period until canceled.

Before purchasing, members will be shown:

  • The membership price.
  • Billing frequency.
  • Whether the membership automatically renews.
  • How the membership may be canceled.

Membership Cancellation Members may cancel an automatically renewing membership through: Account → Billing → Cancel Membership or by contacting: alex@stellarnotaries.com

Cancellation prevents future renewal charges.

Unless otherwise required by law, cancellation does not automatically provide a refund for the unused portion of a billing period, and membership remains available through the end of the paid billing period.

Membership Refunds Membership charges are generally nonrefundable after a billing period begins except for:

  • Duplicate charges.
  • Billing errors confirmed by NWC.
  • Refunds required by applicable law.
  • Other refunds specifically approved by NWC.

Witness Fees Witness fees are separate from NWC membership fees.

During the initial beta, NWC does not collect or distribute witness compensation.

The requesting member pays the witness directly according to the amount displayed or otherwise agreed before acceptance.

Recommended Beta Assignment Cancellation Standard Unless the members expressly agree to different terms:

  • More than 4 hours before the appointment: No cancellation charge.
  • 2–4 hours before the appointment: Up to 50% of the agreed witness fee may be due.
  • Less than 2 hours before the appointment: The full agreed witness fee may be due.
  • Requester no-show: The full agreed witness fee may be due.
  • Witness cancellation or witness no-show: No witness fee is due for services not performed.

A witness should not charge a cancellation fee when the cancellation resulted from the witness's inability to perform the assignment.

Payment Disputes Between Members Members should first attempt to resolve a witness-payment dispute directly.

If the dispute affects member conduct or reliability, either member may submit a report to NWC.

NWC may review communications and assignment records maintained by the platform for membership-enforcement purposes.

NWC does not act as a court, collection agency, escrow agent, or arbitrator and does not guarantee recovery of witness fees.

Repeated failure to honor accepted payment arrangements may result in suspension or removal from NWC.


Notary Witness Connect limits the public display of direct personal information.

By accepting an assignment or affirmatively authorizing a connection, I consent to NWC sharing information reasonably necessary to coordinate the assignment with the participating member.

This information may include:

  • My name.
  • Telephone number.
  • Email address.
  • Professional profile information.
  • General or assignment-specific location.
  • Availability.
  • Agreed witness fee.
  • Information necessary to coordinate the accepted assignment.

I understand that my direct contact information should not be released to another member merely because that member viewed my profile.

I may withdraw this consent for future disclosures by closing my account or changing available privacy settings, but withdrawal will not affect information already shared for previously accepted assignments.
